社会组织参与老年教育供给的必要性、可行性与策略探究 被引量:7

摘要 老龄化社会背景下老年人学习意愿强烈,老年教育供求矛盾突出。治理时代呼唤着社会组织嵌入老年教育并参与老年教育服务供给。社会组织参与老年教育供给是回应老年人学习愿望、增加老年教育供给、优化老年教育服务体系、治理老龄化社会的必然要求。治理时代为社会组织的发展提供了重要契机与政策环境。社会组织因其灵活性、公益性优势以及较大的资源整合能力而具有参与老年教育供给的可行性。在参与策略上,政府要给予社会组织参与老年教育政策支持和税收优惠,同时加强监管职能,建立声誉机制;社会组织要以社区为主要场域,推动组织增能,回应老年人学习需求,打造品牌,主动公开信息;各级老年大学(学校)要积极主动与社会组织开展合作,引入项目,参与对社会组织的评估。 Under the background of aging society, the elderly have strong desire for learning, and the contradiction between supply and demand of elderly education is prominent. The era of governance calls for social organizations to embed in elderly education and participate in the service supply of elderly education. The participation of social organizations in the supply of elderly education is an inevitable requirement to respond to the learning desire of the elderly, increase the supply of elderly education, optimize the service system of elderly education and govern the aging society. The era of governance provides an important opportunity and policy environment for the development of social organizations. Social organizations have the feasibility of participating in the supply of elderly education because of their flexibility, advantages of public welfare and strong ability of resource integration. In terms of participation strategy, the government should provide social organizations with policy support and tax incentives to participate in elderly education, while strengthening the supervision function and establishing a reputation mechanism. Social organizations should take the community as the main field, promote organizational empowerment, respond to the learning needs of the elderly, create brands, and actively disclose information. Universities(schools) for the elderly at all levels should actively cooperate with social organizations, introduce projects and participate in the evaluation of social organizations.
