皖南地区农村生活污水处理设施现状调查

Investigation on Present Situation of Rural Domestic Wastewater Treatment Facilities in Southern Anhui

我国近年来加大了农村生活污水治理的力度,该举措是否落实到位将影响农村环境整治。文中调查分析了皖南地区某市2013年以来建设的农村生活污水处理设施的建设、运行和管理情况。结果表明,不同建设批次的设施建成率、运行率、管理率分别为84.3%~92.4%、64.1%~72.2%、36.0%~88.0%,说明农村污水治理举措落实未完全到位。主要原因与建管部门职责不明确、工艺选型不合理、人员管理不专业及运维资金无保障等有关,建议地方政府应对此加以改进,确保农村生活污水治理取得良好效果。

Rural domestic wastewater treatment has been strengthening in recent years which is closely related to the success of rural environment remediation in our country.This study investigated the present situations including construction,operation and management of the rural domestic wastewater treatment facilities built since 2013 in a city in Southern Anhui.Results showed that the rates for the completion of construction,on-site operation and management of these facilities were 84.3% ~ 92.4%,64.1% ~ 72.2%and 36.0% ~ 88.0%,respectively.It indicates that the measure of strengthening rural domestic wastewater treatment has not been effectively implemented in the region.The problem is attributed to the unclear responsibilities of local construction and management departments,unreasonable process of wastewater treatment,unprofessional management and no steady financial support for operation and maintenance.All of these are urgent to be solved by local government to make rural domestic wastewater treatment effective.
