Practice research and suggestions on water impact assessment reform

本文从法律要求、事项设定、管理体系三个维度对水资源论证、水土保持方案、洪水影响评价进行阐述,通过北京市水影响评价的实践论述了三者融合的改革举措。同时,分析了水影响评价在实现综合管控、制度改革、职能转变等方面的重要作用,并从立法固化、扩大范围、综合监管等角度出发提出了相关建议。

This paper expounds the demonstration of water resources,water and soil conservation scheme and flood impact assessment from three dimensions:legal requirements,item setting and management system.Through the practice of water impact assessment in Beijing,it discusses the reform measures of the integration of the three.At the same time,it analyzes the important role of water impact assessment in realizing comprehensive management and control,system reform,function transformation,etc.,and puts forward relevant suggestions from the perspectives of legislation solidification,scope expansion,comprehensive supervision,etc.
