摘要
目的提高中医医院运行效率。方法采用三阶段数据包络分析模型,数据来源于国家卫生健康委员会公布的2020年《中国健康卫生统计年鉴》,以我国30个省(自治区、直辖市)的中医医院为研究对象,投入指标选取中医医院数量、床位数、中医医疗人员数,产出指标选取诊疗患者例数、出院例数和病床使用率。运用三阶段数据包络法,剔除城市人口密度、人均GDP、政府拨款和病死率影响后,进行中医医院运行效率分析。结果我国中医医院综合技术效率值由0.863上升为0.900,纯技术效率值由0.897上升到0.938,规模效率值从0.963下降到0.957,说明我国中医医院综合技术效率上升是由纯技术效率提升引起的。结论强化政府主导作用,优化医疗资源配置,改进管理水平,鼓励技术创新,采用科学的测算方法,保证可持续发展。
Objective To improve the operational efficiency of traditional Chinese medicine hospital.Methods A three-stage Data envelopment analysis model was used,based on data from the 2020 China Health Statistics Yearbook published by the National Health Commission and 30 provinces(autonomous regions and municipalities directly under the central government)of Chinese medicine hospitals,the input index selects the number of TCM hospitals,the number of beds,the number of TCM medical personnel,the output index selects the number of patients,the number of discharged patients and the utilization rate of beds.Using three-stage data envelopment analysis(DEA),after excluding the influence of urban population density,per capita GDP,government subsidy,and case fatality rate,the efficiency of TCM hospitals was analyzed.Results The comprehensive technical efficiency of Chinese Medicine Hospital increased from 0.863 to 0.900,the pure technical efficiency increased from 0.897 to 0.938,and the scale efficiency decreased from 0.963 to 0.957.It is concluded that the increase in comprehensive technical efficiency in Chinese traditional medicine hospitals is caused by the increase in pure technical efficiency.Conclusion Strengthen the leading role of the government,optimize the allocation of medical resources,improve management,encourage technological innovation,and adopt scientific methods to ensure sustainable development.
