我国乡村振兴政策的结构特征与未来面向——基于中央层面的政策文本分析

On the Structural Characteristics and Developing Trend of the Rural Revitalization——Based on the Analysis of the Policy Texts of Central Government

党的十九大报告创造性地提出乡村振兴战略,为农业农村改革提供了战略支撑和总体部署,开启了中国农村发展的新时代。选取中央层面的73篇乡村振兴政策文本,利用NVivo12软件对政策内容分析编码,以人、地、钱三个树节点和农民主体、人才引进、组织引领等在内的九个子节点对文本内容进行总结归类。结果发现,我国乡村振兴政策始终坚持了以农民为中心发挥多元主体力量,以传承农村特色为核心进行挖掘与延续,以国家财政支持和激发农村内生动力并举带动乡村发展。未来,我国乡村振兴政策将会以农业农村农民为核心,重视政策执行的延续性,强调政策内容的全面性。

The report of the 19th National Congress of the Communist Party of China points out the“rural revitalization”strategy provides support for the development of rural reform,which initiates the New Era of rural development of China.This paper studies 73 policy texts on rural revitalization and analyzes them with the NVivo12 software.The texts are classified into three tree nodes:people,land,and money;and nine child nodes,which include farmer’s subject,talent introduction,organization guidance,etc.The results show that the rural revitalization policy of China has always adhered to the farmer as the center to give full play to diversified main forces,to inherit rural characteristics as the core to explore and continue,and to promote rural development with national financial support and stimulating rural endogenous power.In the future,the rural revitalization policy will focus on agriculture,rural areas,and farmers,emphasizing the continuity of policy implementation and the comprehensiveness of policy content.
