介绍我国数字政府整体建设情况,分析典型省市建设经验,从政府基础设施、数据共享、政务应用、安全防护方面剖析当前建设存在的问题,提出了数字政府一张网、一朵云、一中台、N应用的“四横一纵”的总体架构。从基础设施集约建设、数据要素价值深度挖掘、技术与数字政府应用场景深度融合等方面出发,提出了数字政府建设的六大发展建议,并对“十四五”时期数字政府未来发展进行了展望。

It introduces the digital government construction overall situation in our country,analyzes the construction experience of typical provinces and cities and makes deep analysis of the challenges and problems in the current construction from the aspects of government infrastructure,data sharing,government application and security protection.It puts forward the"four horizontal and one vertical"overall framework of digital government with one cloud,one central platform,and N applications.From the aspects of intensive infrastructure construction,in-depth mining of data element value and deep integration of technology and digital government application scenarios,it puts forward six development suggestions and looks forward to the future development of digital government during the"14th Five-Year Plan"period.
