国家质量基础设施多要素协同服务的实然困境与出路

Real Dilemma and Outlet of Multi-element Collaborative Service of National Quality Infrastructure

经过多年发展,国家质量基础设施已成为促进经济高质量发展的重要支撑。目前,计量、标准、检验检测与认证认可等要素在单体服务方面已经较为完善,随着我国经济向高质量发展转变,对国家质量基础设施多要素协同服务的需求不断扩大。本文在厘清国家质量基础设施各要素概念、国家质量基础设施多要素协同服务概念以及国家质量基础设施多要素协同服务内在价值的基础上,分析国家质量基础设施多要素协同服务面临的专业人才不足、创新能力较弱、基础性研究投入较低、区域发展不平衡等困境,提出了提升国家质量基础设施多要素协同服务效能的对策建议。

After years of development,national quality infrastructure has become an important support for promoting high-quality economic development.At present,factors such as measurement,standards,inspection and testing are relatively complete in terms of individual services.As China’s economy shifts to high-quality development,the country’s demand for multi-element collaborative services of national quality infrastructure continues to expand.This article clarifies the concepts of elements of national quality infrastructure and multi-element collaborative services of national quality infrastructure,the value of multi-element collaborative services of national quality infrastructure;analyzes the difficulties such as the lack of professional talents,weak innovation capabilities,low investment and imbalanced regional development faced by multi-element collaborative services of national quality infrastructure;and proposes countermeasures and suggestions to improve the efficiency of multi-element collaborative services of national quality infrastructure.
