温州环保许可改革的正向影响与存在问题及改进建议

Positive Impact,Existing Problems and Improvement Suggestions of Environmental Protection License Reform in Wenzhou

温州市针对污染源普查中发现的工业企业环评审批率低的问题,开展环保许可改革。温州市下辖的瑞安,通过改革大幅提升环评审批率,大量新建污染防治设施,信访投诉量下降,执法监管力度得到加强,但也存在环评质量不佳、监管覆盖面难确保、政策不连续等问题。对此,该文提出加强中介机构监管、修正现状环评瑕疵、加快执法数字化建设、制定深化改革政策等建议,为拓宽环评审批制度改革思路,丰富改革政策措施提供实践经验。

Wenzhou carried out the reform of environmental protection license in view of the low approval rate of environmental impact assessment of industrial enterprises found in the general survey of pollution sources.Ruian,under the jurisdiction of Wenzhou City,has greatly increased the approval rate of environmental assessment through reform,built a large number of pollution prevention and control facilities,reduced the number of letters and complaints,and strengthened law enforcement and supervision.However,there are also problems such as poor quality of environmental assessment,difficult to ensure the coverage of supervision,discontinuous policies and so on.In this regard,this paper puts forward some suggestions,such as strengthening the supervision of intermediary institutions,correcting the current EIA defects,accelerating the digital construction of law enforcement,and formulating deepening reform policies,so as to provide practical experience for broadening the reform ideas of EIA approval system and enriching reform policies and measures.
