摘要
“元治理”是政府在教育治理失灵过程中出现的新命题,现已成为政府治理教育顽症的新范式、拨正教育航向的新机制和整肃教育乱象的新动力。当下中小学“反教育行为”的表现日趋严重,要改变这种局面,关键在政府,责任也在政府。以校正“反教育行为”突出问题为取向的政府“元治理”模式,一般由理论架构、功能源泉、驱动效应等要素构成。政府“元治理”所主导和推进的“反教育行为”治理,需要确立政府在治理体系中的“中轴角色”,廓清政府权力和主体关系,秉持顶层思维、系统思维和法治思维,实施制度政策优化、质量监管改革、先进理念引领、道德素养提升等专项工程,以促进其预定目标的实现。
“Meta-governance”is a new proposition in the process of educational governance failure.It has become a new paradigm,and a new mechanism to correct the course of education and a new power to eliminate educational chaos.At present,the situation of“anti-educational behavior”in primary and secondary schools is becoming increasingly serious.To change this situation,the key lies in the government,and the responsibility also lies in the government.The“meta-governance”mode of government,which aims at correcting the prominent problems of“anti-educational behavior”,is generally composed of theoretical framework,functional source and driving effect.The“meta-governance”of“anti-educational behavior”led and promoted by the government needs to establish the central axis of the government in the governance system,to clarify the power of the government and the main body relations,to grasp the top-level thinking,systematic thinking,and the rule of law thinking,to implement special projects which include optimizing the system policy,reforming quality supervision,leading advanced concept,promoting moral accomplishment etc.in order to promote the realization of its intended target.
