晋陕蒙接壤区水土保持监督监测探讨

Discussion on the development of supervision and monitoring of water and soil conservation in the area bordering Shanxi,Shaanxi and Inner Mongolia in the new period

为平衡晋陕蒙接壤区能源开发密集与生态环境脆弱之间的矛盾,推进区域水土保持科学发展,总结了多年来监管数据库建设、执法应用开发、监管扰动监测等方面的探索和经验。该区域水土保持监督监测工作探查了资源家底,掌握了水土流失变化规律,发挥了重要的调节和支撑作用。今后在黄河流域生态保护和高质量发展战略进程中要立足区域实际,精准发现扰动变化,强化事中事后监管,加强生态建设协作,推进管理信息共享,加强政府考核。

To balance the contradiction between intensive energy exploitation and the fragile ecological environment in the area bordering Shanxi,Shaanxi and Inner Mongolia,and promote the scientific development of regional water and soil conservation,the successful experience of regulatory database construction,law enforcement application,regulatory disturbance monitoring and other aspects are summarized.The supervision and monitoring work of regional water and soil conservation has explored the bottom of resources,mastered the law of soil and water loss,and played an important role in regulating and supporting.In the process of ecological protection and high-quality development strategy of the Yellow River Basin,we should give full consideration to regional reality and work on detecting disturbances accurately,strengthen in-process and ex-post supervision,strengthen cooperation in ecological construction,promote management information sharing,and strengthen government assessment.
