黄河流域地级市绿色技术进步偏向测度及分析 被引量:1

摘要 不同要素偏向型的技术进步对地区经济增长方式转变具有决定性影响。为了解黄河流域在经济发展过程中的技术进步偏向类型及其绿色发展转型情况,将污染排放和能源两种非常规要素同时纳入数据包络分析法框架下,对黄河流域100个地级市的技术进步偏向指数进行测度并分析其演化情况。结果表明,2007—2017年,黄河流域的全要素生产率、技术进步和中性技术进步水平均不断提高,黄河流域的绿色技术进步偏向表现为增加劳动和污染排放投入以及节约能源和资本要素使用的特征,黄河流域上、中、下游各地区的绿色技术进步偏向类型在不同发展阶段内显著不同。因此,黄河流域各地级市要继续提升科技创新支撑能力,重视生态环境保护,强化环境污染系统治理,因地制宜地制定和实施能源环境政策,加强绿色技术进步偏向对黄河流域经济高质量发展的推动作用。 Technological progress of different factors bias has a decisive impact on the transformation of regional economic growth mode. In order to understand the type of technological progress bias and the green development transformation of the economic development of the Yellow River basin, two unconventional factors, pollution emissions and energy, are incorporated into the framework of data envelopment analysis method at the same time, and the biased technological progress index and evolvement of 100 prefecture-level cities in the Yellow River basin are calculated and analyzed respectively in this paper. The results show that the factor productivity, technological progress and neutral technological progress in the Yellow River basin from 2007 to 2017 have continued to improve;the green technological progress in the Yellow River basin tends to show the characteristics of increasing investment in labor and pollutant emission, saving energy and capital factors utilization;the types of green technological progress bias in the upper, middle and lower reaches of the Yellow River basin are significantly different in different development stages. Therefore, cities in the Yellow River basin should continue to improve their capacity to support scientific and technological innovation, attach great importance to environmental protection, strengthen the systematic treatment of environmental pollution, formulate and implement policies on energy and environment according to local conditions, and harness the role of green technological progress bias in promoting the high-quality economic development of the Yellow River basin.
