甘肃黄河生态经济带经济增长—生态环境—文化产业耦合协调分析

Analysis on Coupling Coordination of Economic Growth, Ecological Environment and Cultural Industry in the Ecological Economic Belt of the Yellow River in Gansu Province

以黄河干流经过的甘肃省4个市(州)为例,构建经济增长—生态环境—文化产业耦合协调评价体系,运用熵值法和层次分析法综合评价2011—2019年各市(州)经济、生态、文化三极的发展水平。基于耦合协调模型,分析甘肃黄河生态经济带各市(州)三大系统协调演化关系。研究发现,甘肃黄河生态经济带基本形成了兰州领先带动,白银市、临夏州和甘南州追赶超越的“一强三弱”发展格局。兰州市经济、生态、文化三极之间呈现高度协调的关系,其他3个市(州)处于基本协调状态,有小幅上升的发展趋势。文化产业不能很好地协调经济增长与生态环境之间的关系是制约整体协调发展水平的主要原因,据此提出坚持生态优先、树立文化品牌和发挥经济带联动优势的对策建议。

Taking four cities(prefectures) in Gansu Province where the main stream of the Yellow River passes as an example, this paper sets up a coupling coordinated evaluation system of economic growth, ecological environment and cultural industry, and comprehensively evaluates the development in the fields of economy, ecology and culture of each city(prefecture) from 2011 to 2019 by using entropy method and analytic hierarchy process. Based on the coupling coordination model, the coordinated evolution relationship among the three fields of each city(prefecture) in the Yellow River Ecological Economic Belt in Gansu Province is analyzed. The research shows that the Yellow River Ecological Economic Belt in Gansu has basically formed a development pattern of “One Strong and Three Weak” with Lanzhou City leading, Baiyin City, Linxia Prefecture and Gannan Prefecture catching up and surpassing. The relationship among the fields of economy, ecology and culture in Lanzhou is highly coordinated, while those of the other three cities(prefectures) are basically coordinated respectively, with a slight upturn. The main reason for restricting the overall coordinated development level is that the cultural industry has not well coordinated the relationship between economic growth and ecological environment. This paper hereby puts forward countermeasures and suggestions that the government should give priority to ecology, establish cultural brands and make good use of the linkage advantages of economic belt.
