摘要
资源型城市作为我国重要的战略能源供应基地,在国家“碳中和”战略全面启动的背景下面临着经济转型和环保约束的双重压力。在资源型城市可持续发展理论的研究综述基础上,对资源型城市近年来的转型发展进行了梳理,发现当前资源型城市转型发展过程中存在着“成长型资源城市产品单一,高技术加工能力有限”“成熟型资源城市产业落后,思想难以转变”“资源枯竭型城市环保投入大,遗留问题多”“再生型城市系统发展能力须进一步提升”“缺乏内生动力,市场化水平低”等问题,针对这些问题,实际上各种不同类型的资源型城市已经有了一些常规的应对思路和实践,但为了系统考量当前资源型城市所面临的国际国内环境,充分结合国家的“碳中和”战略要求,对资源型城市可持续转型对策进行了进一步的完善。
As important strategic energy supply bases in China, resource-based cities are facing the dual pressure of economic transformation and environmental protection constraints, with the full implement of the national “carbon neutrality” strategy. Based on the research review of the theory of sustainable development of resource-based cities, this paper outlines the transformation and development of resource-based cities in recent years. It is found that in the process of transformation and development of resource-based cities, there are some problems: “growing resource-based cities rely on single products and have limited high-tech processing capacity”, “mature resource-based cities have backward industries and difficulties in change of thoughts”, “resource exhausted cities have large investment in environmental protection and many remaining problems” “renewable resource-cities need to further improve the development capacity of urban system”, “lack of endogenous power, low level of marketization” and so on. In the light of these problems, different types of resource-based cities have some conventional countermeasures. However, under systematical consideration of the current international and domestic environment faced by resource-based cities, this paper fully complies with the requirements of current national “carbon neutrality” strategy and further improves the countermeasures and suggestions for the sustainable transformation of resource-based cities.
