基于政府授权公益类国企出资人的思考

国有企业属于全民所有,是推进国家现代化、保障人民共同利益的重要力量,是国家发展的重要物质基础。2015年8月,中共中央、国务院出台《关于深化国有企业改革指导意见》(中发[2015]22号),该文件根据国有资本的战略定位和发展目标,结合不同国有企业在经济社会发展中的作用、现状和发展需要,将国有企业分为商业类和公益类。通过界定功能、划分类别,实行分类改革、分类发展、分类监管、分类定责、分类考核,提高改革的针对性、监管的有效性、考核评价的科学性,推动国有企业同市场经济深入融合,促进国有企业经济效益和社会效益有机统一。在我国国有企业中,铁路、高速公路、体育、文化、水务、电力、医院、学校、新闻出版等单位,具有公益性与商品性双重属性,但国有企业改革方式迥异。以高速公路企业的管理现状与特点出发,参考国外高速公路管理案例,结合国内其他公益属性行业管理体制,在国有企业新一轮深化改革实践中,提出科学选择履行公益类国企出资人职责机构(以下简称“出资人”)的建议。

Serving all citizens,state-owned enterprises(SOEs)are the important force for improving China′s modernization and protecting people′s common interests,and they are the material foundation for China′s development.In the document Guidelines on Deepening the reform of State-owned Enterprises issued by the Central Committee of the Communist Party of China,according to the strategic positioning and development goals,combing with the role,situation,and developing needs in economic and social development,SOEs are divided into commercial and public welfare categories.By defining their functions and categories,the classified reform,classified development,classified supervision,classified accountability and classified assessment will be carried out to make the reform more targeted,the supervision more effective,and the assessment more scientific,so as to further integrate SOEs into the market economy and make their economic benefits conform with social benefits.There are different ways to reform China′s SOEs.Focusing on expressway enterprises,according to their current management situations and characteristics,referencing foreign cases and the management system of other domestic public welfare industries,in the practice of the new round of deepening reform of SOEs,a suggestion to scientifically select institutions fulfilling the investor duty for public welfare SOEs is proposed.
