Suggestions on Comprehensive Planning and Scientific Arrangement for Systematic Development of Unconventional Seas’Energy

能源安全关系到国家经济和社会发展的全局性、战略性。我国海洋蕴藏着丰富的能源,非常规的化石能源和可再生能源均具有大规模开发的潜力。综合规划、科学布局、立体开发非常规海域能源会有更好的经济效益。建议政策上加大对高温高压与深水天然气资源勘探与开发的支持力度;建议相关部门加强策略研究,加大与周边国家合作,推进南海中南部油气资源的共同开发;建议鼓励海底地热资源开发;建议出台扶持政策开发深水天然气水合物;建议支持、鼓励海洋油气企业战略转型,充分利用其自身优势开发海洋绿色能源。

Energy security is an overall and strategic issue related to national economic and social development.China seashave abundant energy,of which some,such as unconventional fossil energy and renewable energyaretechnically feasible for development,even at largescale.Comprehensive planning and scientific arrangement for systematic development of these unconventional seas’energy will lead to better economic benefits.This paperproposes to strengthen the policy supporting the exploration and development of high-temperature,high-pressure and deep-water hydrocarbon resources,to enhance strategic research and increase cooperation with surrounding countries,to promote joint development for the oil and gas resources in the central and southern of SCS(South China Sea),and also to encourage the development of submarine geothermal resources.Concerning the natural gas hydrate deposits,it is recommended to introduce support and subsidy policies,promote oil and gas companies to proceed strategic transformation,and encourage them to develop marine renewable green energy using their ownsuperior capabilities.
