试论构建双循环新发展格局所面临的问题及对策

On the Problems and Countermeasures of Establishing a"Dual-Circulation"Development Pattern

该文试图运用马克思政治经济学和中国特色社会主义宝贵的实践成果以及相关宏观经济理论知识,从内涵角度,阐述包含社会再生产、资本和劳动力的循环,依托国内国际市场以国内大循环为主体、国内国际双循环相互促进构建新发展格局。提出构建双循环所面临的资本运动偏离政策导向、消费倾向处于较低水平以及居民财产和收入差距越来越大三个主要问题,从促进资本理性循环、提升消费能级和通过深化改革增强分配公平合理等三个方面探讨解决问题方法。

This paper tries to use marxist political economics and the valuable practice achievements of socialism with Chinese characteristics and relevant macroeconomic theory knowledge,from the perspective of connotation,this paper introduces social reproduction,the cycle of capital and labor,and a"dual circulation"development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement.The paper puts forward three main problems:capital movement deviating from policy direction,consumption tendency being at a lower level,and the widening gap between property and income of residents.Then it discusses how to solve the problems from three aspects:promoting the rational circulation of capital,improving the consumption level and strengthening the fairness and rationality of distribution through deepening reform.
