适应新时代发展的人力资本和教育

摘要 改革开放以来,我国人力资本与教育的发展取得显著成就。但是,地区和城乡之间的人力资本水平存在显著差异,部分群体的人力资本投资不足,教育和培训体系还落后于现代人力资本内涵。为适应新时代发展、产业升级和社会进步,要相应调整我国的人力资本和教育体系:一是要匹配国家的产业结构调整和升级;二是要适应技术变革时代的新要求;三是要服务于“双循环”新发展格局;四是要重视非认知能力的重要作用。该文最后针对上述方面提出了具体的建议。 China has made significant achievements in human capital and educational development since the reform and opening up.However,there are considerable differentials in the level of human capital amongregions and between urban and rural areas.The human capital investment is insufficient for some groups of people,and the educational and training system continues tolag behind the evolutionof the connotation of human capital.In order to adapt tothe development of the new era,industrial upgrading and social progress,the human capital investment and educational system in China must be adjusted accordingly.First,it ought to match the industrial restructuring and upgrading in China.Second,it should adapt to the requirements in the era of technologicaldevelopment and innovation.Third,it must serve the new development paradigm of"dual circulation".Fourth,it needs topay attention to the important role of non-cognitive abilities.In the final part,this paper puts forward specific suggestions related to the issues discussed above.
