社会组织社区居家养老服务供给研究——基于海口市两个社会组织的个案研究

Research on the Social Organization’s Supply of Community Home-based Care Service:Case Study Based on the Two Social Organizations in Haikou

人口老龄化的加剧和积极应对人口老龄化国家战略的提出为社会组织供给社区居家养老服务提供了广阔空间。基于福利政策分析框架,通过对海口市两个社区社会组织的实地调研发现,社会组织在提供社区居家养老服务时存在众多问题,主要表现为:服务对象狭窄,难以获得服务对象认同;服务内容有限,与服务对象需求错位;自主性较弱,疲于应付政府评估;资金来源单一,金额有限,收支不平衡等。应从上述几个角度有针对性地解决社会组织面临的困境,同时加强社会组织自身建设,以促进其在更大空间内供给社区居家养老服务。

The increasing numbers of the seniors and the present of the national strategy of responding actively to the seniors population provide a broad space for social organizations in providing community home-based elderly care services.Based on the welfare policy analysis framework,through the field investigation of two community social organizations in Haikou city,it is found that there are many problems when the social organizations provide services.The objects of social organizations are narrow and difficult to obtain the recognition of service objects.The service content is limited,which is misplaced with the needs of the service object.In the relationship between the social organizations and the government,the autonomy of the former is weak and they are tired of dealing with the evaluations.The source of funds is single and limited,and the imbalance of revenue and expenditure leads to many problems.It should be solved from the above perspectives and strengthen the self-construction of social organizations to promote them to provide home-based elderly care services in greater space.
