社区教育经费投入现状、问题及对策--以北京市为例

Current Situation,Problems and Countermeasures of Community Education Funding:A Case Study of Beijing

经费投入是我国教育事业发展的重要物质保障,也是社区教育研究者最关注的研究议题。从经费投入的现状、影响因素及对策,经费使用、评价及保障,国际比较、收入差异、融资模式等方面对国内外社区教育经费的相关研究进行了综述,对社区教育政策中有关经费投入的相关规定进行了梳理,总结了北京市社区教育经费投入差异较大、收入渠道单一、基础建设经费和人员经费投入不足等现实问题,提出了将社区教育纳入基本公共教育服务,提升社区教育的政治地位,并清晰界定社区教育各级执行主体的经费投入标准,拓宽社区教育经费收入渠道,整合资源以发挥外力优势,加强社区教育经费投入的立法监督工作的对策及启示。

Funding is an important guarantee for the development of education in China,and is also the most concerned research topic for community education researchers.This paper first reviews the relevant researches on community education funding at home and abroad from the aspects of the current situation,influencing factors and countermeasures for funding,the use,evaluation and guarantee of funding,international comparison,income difference,financing mode and so on,next sorts out the relevant provisions on funding in community education policies,then summarizes the problems such as the big difference in community education funding,the single income channel,and the insufficient infrastructure funding and personnel funding in Beijing,and finally proposes to include the community education in basic public education services,improve the political status of community education,clearly define the funding standards of the executive subjects at all levels of community education,broaden the funding channels of community education,integrate resources to give full play to the advantages of external forces,and strengthen the legislative supervision of community education funding.
