长春市建筑垃圾资源化产业发展策略研究

Research on the Development Strategy of Construction Waste Recycling Industry in Changchun

为加强建筑垃圾治理,提升其资源化产业发展水平,指出了建筑垃圾资源化、产业化发展的重要作用,总结了各国建筑垃圾资源化产业发展经验,即建筑垃圾治理普遍通过加强立法抓源头减排,通过产业化提高资源利用水平,从首端控制和末端治理两方面确保目标实现。分析了长春市建筑垃圾处理现状及存在的问题,包括建筑垃圾的产生量与消纳能力之间发展不平衡、建筑垃圾的产生量缺乏源头控制、未对源头减量及分拣进行管理、缺乏统一规划、尚未建立起产业链条。以提高长春市建筑垃圾资源化产业发展水平为目标,提出了长春市建筑垃圾资源化产业发展策略:强化政府管理职能,加大政策扶持力度,增进软性支撑建设。只有各个部门统一管理、各个环节统筹协调、各个主体通力联动,才能使长春市建筑垃圾资源化利用产业发展水平不断提高,助力实现真正的建筑垃圾资源化。

In order to strengthen the treatment of construction waste and improve the development level of its resource-based industry,this paper points out the important role of the resource-based and industrialized development of construction waste,and summarizes the development experience of the resource-based industry of construction waste in various countries,that is,the treatment of construction waste generally focuses on the source emission reduction through strengthening legislation,improves the resource utilization level through industrialization,and ensures the realization of the goal from the two aspects of head-end control and end-to-end treatment.This paper analyzes the current situation and existing problems of construction waste treatment in Changchun,including the unbalanced development between the production and consumption capacity of construction waste,the lack of source control of the production of construction waste,the failure to manage the source reduction and sorting,the lack of unified planning,and the failure to establish an industrial chain.In order to improve the development level of construction waste recycling industry in Changchun,this paper puts forward the development strategy of construction waste recycling industry in Changchun,i.e.strengthening the government management function,increasing policy support and enhancing the construction of soft support.Only the unified management of all departments,the overall coordination of all links and the joint linkage of all subjects can continuously improve the development level of construction waste recycling industry in Changchun and help to realize the real construction waste recycling.
