考核式治理失灵:基层形式主义的生成逻辑与防治对策研究

Malfunction of the Appraisal Governance:the Practical Logistics and the prevention of the Grassroots Formalism

解决基层形式主义问题是当前推进基层治理体系和治理能力现代化的重要任务。基层形式主义是基层考核式治理系统性风险发生的产物,伴随基层考核式治理失灵而重复不断地再生。由于存在考核指标单向性、考核要求角逐性、考核检查泛化性以及考核评估卷面性等问题,基层治理相继陷入过滤型形式主义、邀功型形式主义、迎检型形式主义、留痕型形式主义困境。为此,新时代基层治理应强化层级协同治理理念,通过构建上级政府与基层政府良性互动的新格局,矫正考核式治理失灵现象,从根本上抑制基层形式主义的生存空间。

It’s an important task of Chinese grassroots governance to solve the formalism. The grassroots formalism is the outcome of the occurrence of the appraisal governance risk,which recovers year after year as the malfunction of the appraisal governance appears. Because of the one-way appraisal indicators,competitive appraisal request,widespread appraisal check and paper appraisal outcome,the grassroots governance is facing dilemma of the formalism including four styles of the filtering,claiming,meeting and tracing. Therefore in the new era the grassroots governance should strengthen the cooperative governance at different governments level and establish the interactive relation between the upper class and the grassroots governments in order to deal with the malfunction of the appraisal governance and eliminate the grassroots formalism.
