黄河中上游西北地区生态环境保护与经济高质量发展协调研究

Study on the Coordination between Eco-environmental Protection and High-quality Economic Development in the Northwest of the Middle and Upper Reaches of the Yellow River

黄河中上游西北地区作为黄河流域与西部地区相对重合的关键区域,兼具地理与经济两个维度的相似属性。从黄河中上游西北地区生态环境保护现状出发,基于生态环境保护的概念界定,将其内涵定义为相对静态的资源及环境状态与动态的治理及生产能力,从这四个基本维度构建相应的指标体系,利用熵权法进行综合指标测算与统计分析。基于黄河中上游西北地区的生态保护现状,从生态、产业、资金、制度四个方面对协调发展的根本制约因素进行分析,继而对路径进行阐释,以期为实现黄河中上游西北地区生态环境保护与经济高质量协调发展提供参考。

The northwest of the middle and upper reaches of the Yellow River,as a key area where the Yellow River Basin overlaps with the western region,has similar attributes in both geographical and economic dimensions. Focusing on the current situation of ecological and environmental protection in the northwest of the middle and upper reaches of the Yellow River,based on the concept of ecological and environmental protection,its connotation is defined as relatively static resource and environmental state and dynamic governance and production capacity. The corresponding index system is constructed from these four basic dimensions,and the entropy weight method is used for comprehensive index calculation and statistical analysis.Based on the current situation of ecological protection in the northwest of the middle and upper reaches of the Yellow River,this paper analyzes the fundamental constraints of its coordination from the four basic aspects of ecology,industry,capital and system,and then makes strategic planning for its path and policy,so as to provide a path with Chinese characteristics,the Yellow River spirit,and the western culture to achieve coordination between ecological environmental protection and high-quality economic development.
