政策工具视角下我国老龄健康政策研究

Analysis on elderly health policy under the perspective of policy tools

[目的]从政策体系角度出发,分析新医改以来我国老龄健康政策领域政策工具使用情况,为后续相关政策调整和优化提供参考。[方法]采用内容分析法和定量分析法对我国老龄健康政策进行分析。[结果]共纳入36份我国国家层面出台的老龄健康政策文件,累计编码419条。老龄健康政策综合运用了环境型、供给型和需求型政策工具,分别占56.80%、30.31%和4.63%。[结论]应适当减少环境型政策工具应用,合理调整其内部结构;优化供给型政策工具,助推老龄健康事业发展;增加需求型政策工具运用,释放老龄健康行业需求。

Objective To analyze the use of policy tool in the field of Chinese policies for elderly health so as to provide references for the adjustments and optimization of follow-up policies from the perspective of policy system.Methods It used content analysis method and quantitative analysis method for the analysis of elderly health policies in our country.Results 36 elderly health political documents at central government level were collected,with accumulative total of 419 codes.Elderly health policies comprehensively used environmental-based,supply-based and demand-based policy tools which accounted for 56.80%,30.31%and 4.63%respectively.Conclusions The policies for elderly health should appropriately decrease the use of environment-based policy tools and adjust its internal structure.Optimize supply-based policy tools and boost development of elderly health enterprise.Appropriately increase the use of demand-based policy tools and release requirement of elderly health industry.
