High-quality Party Building to Provide Leadership and Guarantee for theDevelopment of the Nation’s Strategic Scientific and Technological Strength

创新在我国现代化建设全局中处于核心地位,国有企业科研单位要成为国家战略科技力量,为国家战略安全和行业高质量发展提供可靠的科技支撑。本文以中国石油化工股份有限公司北京化工研究院为例,从内涵、资源、动力、路径和引领保障五个方面对担当国家战略科技力量职责使命进行了探讨。

Innovation plays a central role in the whole scenario of China’s modernization drive.The research institutions of state-owned enterprises shall become the major force for the nation’s strategic scientific and technological strength building,and provide reliable scientific and technological support for the nation’s strategic security and the high-quality development of the industry.Exemplified in the case of SINOPEC Beijing Research Institute of Chemical Industry,this paper discusses the responsibilities and missions of an SOE’s research institute in the building of the national strategic scientific and technological strength from five aspects:connotations,resources,drives,approaches,and leadership guarantee.
