财政视域下西藏新型城镇化建设对策

A Study on the New Pattern Urbanization of Tibet from the Perspective of Finance

城镇化是经济社会发展的必然产物,新型城镇化不仅使人口和社会职能向城市聚集,而且推动城乡基础设施一体化和公共服务均等化,并与人口、资源、环境相协调。西藏作为我国边疆民族地区,城镇化建设具有滞后性和不均衡性,当前城镇化进程中资金短缺是最大瓶颈问题,应结合财政机理作用,全面加强政策引导。

Urbanization is the inevitable trend of economic and social development.New pattern of urbanization not only gather the population and social functions into cities,but also promote the integration of urban and rural infrastructure and equalization of public services and coordinates with population,resources and environment.As a frontier ethnic region in China,urbanization in Tibet is lagging and unbalanced,the biggest obstacle for Tibet’s urbanization is capital shortage.Therefore,this paper argues that,countermeasure and suggestion from financial perspective should play an important role in Tibet’s urbanization process.
