摘要
“村转居”伴随着中国推进新型城镇化而产生。西藏城镇化进程中“村转居”管理体制的研究与实践尚处于探索阶段。“村转居”管理体制仍有许多需要进一步完善的地方,如管理体制与运行机制不匹配、人才管理体制不完善、综合治理体系有待完善等,针对这些问题,应理顺管理体制、做好基础工作、完善集体经济管理体制和综合治理体系、加强人才管理体制建设,以促进西藏“村转居”工程的真正落地。
The phenomenon‘villagers change to non-agricultural residents’appears with the emergence of the urbanization.The research and practice of the management system‘villagers change to non-agricultural residents’in the urbanization of Tibet is still in exploratory stage.According to the field research results that issued by the third group of the youth and middle age cadres training class in the Party School of TAR,there are many demerits in this‘villagers change to non-agricultural residents’management system in the process of Tibet’s urbanization.For examples,mismatching between the‘villagers change to non-agricultural residents’management system and its operating mechanism,imperfect talents management system and incomprehensive administration.In order to improve these situations and promote the implementation of the‘villagers change to non-agricultural residents’project,countermeasures such as straightening the system and mechanism out,doing the fundamental works well,improving the collective economy management and comprehensive administrative efforts,enhancing talents management system construction should be implemented.
