网格化转型创新:城市社区基层公共服务网络化治理改革逻辑

Grid Transformation and Innovation:Logic of the Network Governance Reform of the Grassroots Public Services in Urban Communities

基层公共服务网络化治理改革内嵌于网格化管理总情境中。但是基层社区网格化管理水平难以满足网络化治理改革的适应性困厄逐渐显现出来,具体表现为四个方面:一是平台共享与利益分割的矛盾,二是行政管控与社会联动的矛盾,三是条口分遣与基层回应的矛盾,四是多网分立与统筹整合的矛盾。社区基层公共服务网络化发展过程面临着“增量转变”“质量转变”与“减量转变”并存的三重转变。鉴于网格化管理在三重转变过程中发挥的重要作用,社区基层公共服务网络化发展改革呈现出“四全网格”的内在服务治理逻辑特点,即社区基层公共服务同时从全覆盖服务、全内容服务、全主体服务及全过程服务四个不同服务治理维度共同推进公共服务网络化治理改革。推进社区基层公共服务网络化发展改革,需要系统分析网格化管理的“能”与“不能”,进而提供改革的新方向和新逻辑。

The network governance reform of grassroots public services is embedded in the general context of grid management.However,the difficulty of adapting the level of grid management of grassroots communities to meet the network governance reform has gradually emerged,which is manifested in four aspects:first,the contradiction between platform sharing and the division of interests;second,the contradiction between administrative control and social linkage;third,the contradiction between the dispatch and the grassroots response;fourth,the contradiction between the separation of multiple networks and the overall integration.The network development process of community-level public services faces a"triple transformations":the"incremental transformation",the"quality transformation"and the"reduction transformations".In view of the important role of grid management in the process of"triple transformations",the network development and reform of community grassroots public services presents the inherent service governance logic of"four full grids".Four different service governance dimensions of"full coverage"service,"full content"service,"entire subject"service and"entire process"service jointly promote the reform of public service network governance.In order to realize the network development and reform of community-level public services,it is necessary to systematically analyze the"cans"and"cannots"of grid management,and then provide a new direction and new logic for the reform.
