Toward Common Prosperity: Framework System andPractice Path of Urban-rural Integration Development

城乡融合是实现中国特色社会主义现代化、迈向共同富裕的必然阶段。通过城乡融合发展的理论框架,系统诠释了城乡融合发展由理念层到操作层的立体空间结构。以共同富裕为基本目标定位,以优先发展乡村经济、搭建城乡协调发展平台和促进人口城镇化为主要措施,借助价值判断、融合动力、主体协同和韧性发展四大机制探讨城乡融合发展的内在规律,提出在制度建设、产业发展、社会治理、文化建设和公共服务等方面的实施路径,为探索新时代城乡融合发展战略提供参考。

Urban-rural integration is an inevitable stage to achieve modernization with Chinese characteristics and to move towards common prosperity.The authors introduce the theoretical framework of urban-rural integration development,and systematically interpret the three-dimensional spatial structure of urban-rural integration development from the concept layer to the operation layer.Taking common prosperity as the basic goal,the authors propose that it should give priority to the development of rural economy,build a coordinated development platform and promote population urbanization as the main measures.They also discuss the internal law of urban-rural integration development by means of value judgment mechanism,integration dynamic mechanism,subject coordination mechanism and resilient development mechanism.Finally,they put forward the implementation path in system construction,industrial development,social governance,cultural construction and public service,so as to provide reference for exploring the strategy of urban-rural integration development in the new era.
