黄河流域生态补偿现状及科学问题

Current Situation and Scientific Issues of Ecological Compensation of the Yellow River Basin

黄河流域生态保护和高质量发展是我国重大发展战略,建立流域生态补偿制度是解决黄河流域污染治理与环境保护突出问题、推进经济社会高质量发展的有效机制。在对国内外流域生态补偿研究现状和黄河流域生态补偿实践现状分析的基础上,提炼出需要解决的关键科学问题。这些问题包括生态补偿与黄河流域生态资源保护和经济社会高质量发展间的耦合关系、南水北调等跨流域调水工程和黄河流域生态补偿机制的耦合关系、黄河流域生态资产价值核算理论方法体系、多元化补偿模式融合及长效协调保障机制。针对这些问题的研究可以为完善黄河流域生态补偿机制提供理论补充和科学决策依据,助推黄河流域生态保护和高质量发展。

Ecological protection and high-quality development of the Yellow River Basin is a crucial development strategy in China.Establishing ecological compensation system is an effective mechanism to solve the outstanding problems of pollution treatment,environmental protection and promote high-quality economic and social development in the Yellow River Basin.Based on discussion and analysis of current research situation of watershed ecological compensation and the practice in the Yellow River Basin,the key scientific issues are put forward.These key scientific issues include:the coupling relationship between ecological compensation and ecological protection and high-quality development of the Yellow River Basin,the coupling relationship between inter-basin water transfer engineering such as the South-to-North Water Diversion Project and the ecological compensation mechanism of the Yellow River basin,theoretical and methodological system for accounting value of ecological assets in the Yellow River Basin,diversified ecological compensation mechanism model integration and long-term coordination mechanism.Solving key scientific issues can provide theoretical useful supplement for improving ecological compensation mechanism,and help promote ecological protection and high-quality development of the Yellow River Basin.
