社区协同结构中居民信任的构建、转化与有效治理——以社区公共卫生风险治理为背景

Construction,Transformation and Effective Governance of Residents’Trust Relationship in Collaborative Structure:In the Context of Community Public Health Risk Governance

在公共卫生风险背景下,社区的协同治理机制如何带动居民的有效参与以提升社区治理效能是值得探究的重要问题。调查结果显示,代表着社区领导力量、外部资源以及内部资源的各防疫主体在防控中表现出明显的协同性特征,且社区内部资源的居民能够作为抗疫主体协同社区开展疫情防控。在高风险情况下,居民与社区的合作离不开信任的长期维系,信任则基于信任演化机制通过复合性信任关系得以构建和转化,从而推进居民逐步参与到社区协同治理结构之中。为构建长期的社区信任关系以应对高风险社会的挑战,社区风险治理措施应立足常态化,明确开放透明、多元参与的方向;以公共服务建设为载体,以惯习沉淀社区互信,激发居民日常社区参与的积极性,进一步提升社区治理效能。

In the context of public health risk,it is of importance to explore how can the collaborative governance mechanism of community promote the effective participation of residents to improve the efficiency of community governance.The results show that the main body of epidemic prevention,including the community leadership,external resources and internal resources,shows obvious collaborative characteristics in epidemic prevention and control.As the main body of anti-epidemic in the community,residents can cooperate with the community to carry out epidemic prevention and control.In the context of high-risk cases,the cooperation between residents and communities can not be separated from the long-term maintenance of trust.The construction of trust is based on the trust evolution mechanism,which can be constructed and transformed through the complex trust relationship,and finally guide residents to participate in the community collaborative governance structure.In order to build a long-term community trust relationship to meet the challenges of high-risk society,the community risk management measures should be based on normalization,set clear the direction of openness,transparency and multi participation.In addition,we are supposed to take public service construction as the carrier,use habits to consolidate community mutual trust,stimulate residents’enthusiasm for daily community participation,and further optimize community governance efficiency.
