现代城市与国防一体化协调发展问题研究

Research on the Integrated Development of Urban National Defense

城市是一个体系化的复杂巨系统,随着现代城市功能的不断增加,其综合性愈发凸显。近年来,社会城镇化速度加快,网络化、数字化、智能化特征不断突出,城市快速发展便利了人们的生活,但同时也存在诸多无法忽视的安全问题。城市的发展建设与国防建设之间的联系变的更加紧密,并相互作用、相互影响,如何实现国防功能与城市建设的一体化协调发展成为需要研究的重要问题。文中首先分析了现代城市的发展趋势,提出了现代城市发展中的国防需求和挑战;进而,提出战略能力共建、城市资源共享、设施服务共用的城市一体化发展提升路径;最后,提出建立各个组织间相互联系、相互制约、相互作用的体制机制,保障城市协调发展,实现一体化城市治理。

A city is a complex system,which is becoming complex with the increasing functions of modern cities.In recent years,the speed of urbanization has accelerated,and the trend of urban networking,digitalization and intelligence has become obvious.The rapid development of cities has facilitated people’s life,but at the same time,there are many security problems that can not be ignored.The relationship between urban development and national defense construction becomes more and more close,and interact and influence each other.How to realize the integrated and coordinated development of national defense function and urban construction has become an important issue to be studied.This paper first analyzes the development trend of modern cities,sorts out the national defense needs and challenges in the development of modern cities,and then puts forward the path of urban integration development and promotion,including the joint construction of strategic capabilities,the sharing of urban resources and the sharing of facilities and services.Finally,it proposes to establish a system and mechanism of mutual contact,mutual restriction and interaction between various organizations to ensure coordinated urban development and realize integrated urban governance.
