摘要
装备研制项目往往具有研制周期长、研制过程复杂、技术难点多等特点,由此带来项目的进度不可控、质量问题多、成本难以控制等问题。实际工作中由于缺乏对项目完成质量的科学评价,很难促进各方资源相互配合产生合力,使项目难以按时、保质完成,严重影响装备正产定型和交付。本文提出的项目量化评价体系,从质量、进度、成本三个维度,将装备研制类项目在过程控制各要素以及完成情况纳入评价;通过量化考核方式,客观公正的反映出项目质量管理、进度及成本控制的水平;并将结果与工作评价和考核挂钩,为产品质量持续改进和项目绩效考核决策提供支撑。
Equipment R&D projects often have the characteristics of long development cycle,complex development process and many technical difficulties,these characteristics will bring many problems,uncontrollable progress and costs,and more quality problems.Due to the lack of scientific evaluation of the quality of project completion in actual work,It is difficult to promote the cooperation of resources of all parties to generate synergy,It is difficult to complete the project on time and with high quality,which seriously affects the finalization and delivery of equipment.The project quantitative evaluation system proposed in this paper,from the three dimensions of quality,progress and cost,incorporates the elements of process control and the completion of equipment development projects into the evaluation.Through quantitative assessment,the level of project quality management,progress and cost control can be objectively and impartially reflected.and link the evaluation results with work evaluation and assessment,as a result,it provides support for continuous improvement of equipment quality and decision-making of project assessment.
