新时代相对贫困治理长效机制的基本原则及构建理路

Basic principles and establishment of long-term mechanism for relative poverty governance in the new era

脱贫攻坚战打赢后,随着贫困治理环境、贫困治理理念和贫困治理方法的转向,我国已转入相对贫困治理。相对贫困治理长效机制须坚持中国特色反贫困理论的指导思想,坚持全心全意为人民服务的工作宗旨,锚定实现共同富裕的长期目标。新时代构建相对贫困治理长效机制,要在相对贫困治理政策的制定上坚持衔接性与发展性,在相对贫困标准的审视上体现动态性与针对性,在相对贫困治理注意力的配置上凸显人民性与科学性,在相对贫困治理成效的跟踪上注重智能化与责任化。

China has now entered the era of relative poverty governance with changes in the environment,ideas and methods after winning the battle of poverty elimination.To establish the long-term mechanism of relative poverty governance,we must hold on to the anti-poverty theory with Chinese characteristics,serve the people wholeheartedly,and aim at the long-term goal of common prosperity.To be more specific,we should ensure that,in dealing with relative poverty,governance policies are formulated in a way well-connected with the previous policies and sustainable in the long run,relevant standards are examined dynamically and targetedly,attention is distributed in a scientific way with the people in the center,and an intelligent effectiveness tracking is set up which is conducive to the responsibility cultivation.
