基于中国-东盟旅游教育共同体理念的国际旅游人才培养探索实践 被引量:1

A Study on Coordination and Safeguard Mechanism of the China-ASEAN Tourism Education Community--The Practice of Guilin Tourism University

摘要 旅游与教育是中国-东盟合作的重要领域,2021年双边正式建立全面战略伙伴关系,并正在努力构建更加紧密的命运共同体。以此为背景,文章研究了中国-东盟旅游教育共同体建设的内涵、逻辑与特色,认为其是一个基于“共同体”特质与本地区旅游教育新要求而逐步形成的国际化、专业化社会组织。借鉴共生理论和系统动力学,探讨了涵盖价值与愿景共识、主体共建协同、资源对接融通和效益共享激励的共同体协同机制,以及由推力系统、拉力系统、中介系统和保障系统四个子系统构成的驱动保障机制,各机制紧密连接,共同推动旅游教育共同体的构建与发展。最后,基于桂林旅游学院携手广西民族大学面向东盟开展国际旅游人才培养的案例研究,实践检验和诠释了中国-东盟旅游教育共同体的实现路径。 Tourism and education are important areas of China-ASEAN cooperation.The two sides formally established a comprehensive strategic partnership in 2021 and are working to build a closer community with a shared destiny.China and ASEAN have been helping each other and stood shoulder to shoulder in various undertakings.As the support to the China-ASEAN Community of Shared Destiny,specific areas of bilateral cooperation will give birth to corresponding communities.In tourism education for example, the initiative of establishing a China-ASEAN tourism education community was first formed in 2015 and further explored through the deepening exchanges and cooperation between Chinese and ASEAN tourism colleges in 2016. At the China-ASEAN Tourism Education Alliance (CATEA) Inauguration Conference during the 10th anniversary of the China-ASEAN Education Exchange Week 2017 sponsored by China’s Ministry of Foreign Affairs and Ministry of Education in Guiyang China, Professor Cheng Daopin, President of Guilin Tourism University (GTU), officially put forward the concept of China- ASEAN Tourism Education Community, namely, extensive consultation, joint contribution, shared benefits and win-win results, to respect concerns of the tourism education stakeholders, to achieve the sustainable development between China and ASEAN tourism education, which has been fully agreed upon by all the Chinese and ASEAN delegates at the conference. ASEAN is a priority region in the Belt and Road Initiative, and tourism an important area of China-ASEAN cooperation. The China-ASEAN Tourism Education Community focusing on bilateral and multilateral cooperation in tourism education, is a community of shared destiny, common values and action. Aiming to achieve sustainable development of tourism industry between China and ASEAN for mutual interests and shared responsibility, this community is an inevitable development demand of the bilateral cooperation in China-ASEAN international tourism education, and also highlights the accomplishments and responsibilities of China's tourism education. Against this background, this paper studies the connotation, logic and characteristics of constructing the China- ASEAN tourism education community, and holds that it is an international and professional social organization gradually formed on the characteristics of “community” and the new requirements of tourism education in this region. Based on symbiosis theory and system dynamics, this paper discusses the community coordination mechanism covering value and vision consensus, co-construction and coordination of constructing entities, resource docking and integration, benefit sharing and incentive;and the driving and guarantee mechanism composed of four subsystems, namely, push subsystem, pull subsystem, intermediary subsystem and supporting subsystem. These mechanisms are closely connected and jointly promote development of the tourism education community. Last but not least, the realization of China- ASEAN tourism education community is tested and interpreted in practice through the case study of Guilin Tourism University in collaboration with Guangxi Minzu University and their international tourism education coop-eration with ASEAN. To conclude, in the development of China-ASEAN Tourism Education Community the consultation mechanism, rules and standards, interest coordination, platform building and compre-hensive safeguard system need to be explored and improved. On the one hand, all members should form a unified value consensus and clear development goals with a good top-level design. On the other hand, it is necessary to integrate tourism education resources of all parties and enable the educational community a platform of tourism education exchange and cooperation, resource sharing and mutual learning. We should adhere to the principles of government guidance, industry participation, media coverage and seeking support from all walks of life, strengthening the toplevel design, and grassroots action, promoting high-quality development of China-ASEAN tourism education, and thus ultimately contributing to the establishment of a closer China-ASEAN community with a shared destiny.
