特殊食品经营者落实食品安全管理制度现状调查

摘要 目的:了解广东省部分特殊食品经营者食品安全管理制度落实情况,为科学监管提供依据。方法:经查阅文献和相关法律法规自行设计调查表,通过现场抽取产品查验记录、询问调查相结合的方式,在全省21个城市范围内选取56家特殊食品经营者作为调查对象,了解特殊食品经营者食品安全管理制度落实情况。结果:有60.7%的经营者能够落实查验注册证书或备案凭证要求,66.1%的经营者能落实查验供货者许可资质要求,73.2%的经营者能落实查验对应批次合格证明,51.8%的经营者能落实查验进货凭证,53.5%的经营者能建立进货查验记录制度。有62.5%的经营者能明确企业负责人及其职责,67.8%的经营者能配备食品安全管理员,75.0%的经营者能按规定建立食品安全培训制度;58.9%的经营者能制定年度培训计划,71.4%的经营者能定期开展食品安全培训并进行考核。结论:选取的56家特殊食品经营者在落实食品安全管理制度过程中,落实情况较好的类型为药店,基本能完全达到食品进货查验的要求。商超和母婴店在落实特殊食品进货查验和开展特殊食品安全培训方面有待提高。 Objective:To understand the partial implementation of the food safety management system for special food operators in Guangdong province,and to provide a basis scientific supervision.Method:After consulting literature and relevant laws and regulation,the author designed a questionnaire by ourselvess.The author selected 56 special food operators in 21 cities within the province as the survey objects,through the on-site extraction of product inspection records,inquiries and investigations combined,to understand the special food management implementation of the food safety management system.Result:As a result,60.7%of the operators were able to implement the requirements for inspection of registration certificates or filing certificates,66.1%of the operators were able to implement the requirements for supplier license qualifications,and 73.2%of the operators were able to implement checking the corresponding batch certificate,51.8%of the operators can implement the inspection of the incoming stock certificate and 53.5%of the operators can establish incoming inspection record system.Among the 56 special food operators,62.5%can clearly define the person in charge of the enterprise and their responsibilities,67.8%can be equipped with food safety administrators,and 75.0%can establish a food safety training system according to regulations;58.9%of operators can formulate annual training plans and 71.4%of operators can regularly conduct food safety training and conduct assessments.Conclusion:In the process of implementing the food safety management system among the selected 56 special food operators,pharmacy has the better implementation,which basically available to completely meet the requirements of food incoming stock inspection.Supermarkets and mother and baby stores need to improve in the implementation of special food incoming stock inspections and special food safety training.
