平台开放和互联互通既是当前互联网反垄断和维护市场秩序的命题,也是社会数字福利能否最大化的关键性问题。本文首先介绍了互联互通的概念、发展历史和层次,通过相关判例解读了平台互联互通的国际立法和监管情况,以及我国相关法律法规对于解决平台互联互通问题的适用情况。然后从信用与交易成本、创新二重性等经济学、管理学和视角学,理性阐述了平台建立互联互通的重要性和必要性。最后,本文探讨了平台互联互通实施效果评估和相关政策建议。

The openness and interconnection of Internet platforms are not only the proposition of Internet antitrust and market order maintaining,but also the key issue for social digital welfare maximization.This paper first introduces the concept,history and levels of interconnection,and interprets the international legislation and supervision of platform interconnection through relevant cases in the United States,as well as the application of relevant laws and regulations in China to solve the problems of platform interconnection.Then,it expounds the importance and necessity of establishing internet platform interconnection from the perspective of economics and management like credit and transaction cost,and the duality of innovation.Finally,it discusses the evaluation of implementation effect and makes suggestions about relevant policy.
