权力与职能关系视阈下机关事务管理体制改革实践——以S省为例

Analysis on the Practice of the Reform of Organ Affairs Management System from the Perspective of the Relationship between Power and Function——Take s Province as an Example

机关事务管理体制从“分散”向“集中”转变的实质是将机关事务的管理权限从多部门集中到一个部门,涉及的是政府内部横向权力关系的调整,这也意味着机关事务管理部门权力边界的延伸和部门职能的扩大。本文基于权力与职能关系的视角,结合S省对目前机关事务集中统一管理改革的内在逻辑和实践路径进行梳理后认为,以法律、行政法规或权力清单的方式明确机关事务管理部门的职能设置是未来机关事务管理体制改革的关键。

Organ affairs management refers to the supply an d management of material elements to maintain its own operation by public power organs.The management matters include organ assets,funds and logistics services.The essence of the transformation of organ affairs management system from “decentralization” to “centralization” is to centralize the management authority of organ affairs from multiple departments to one department,which involves the adjustment of horizontal power relations within the government,and also means the extension of the power boundary of organ affairs management department and the expansion of department functions.Based on the perspective of the relationship between power and function,combined with S Province,this paper discusses the internal logic and practical path of the current centralized and unified management reform of organ affairs.It also points out that clarifying the function setting of the organ affairs management department in the form of laws,administrative regulations or power list is the key to the reform of the organ affairs management system in the future.
