跨省域生态协同治理体系构建及制度创新研究——以长三角生态绿色一体化发展示范区为例

A Research on the Construction of Interprovincial Collaborative Ecological Governance System and Institutional Innovation——A Case Study of the Yangtze River Delta Eco-Green Integrated Development Demonstration Zone

针对目前长三角一体化示范区生态协同治理在行政、考核、管理、主体方面存在的困境,从创新区域利益的协调机制、建立标准统一的考核制度、顶层设计生态补偿制度、建立多元主体的参与制度等方面入手,解决生态协同治理难题,从而为其他跨区域生态协调发展提供参考。

In view of the current predicaments of the collaborative ecological governance in the Yangtze River Delta Integration Demonstration Zone in terms of administration,assessment,management and subjects,this article proposes that it is necessary to innovate the coordination mechanism of regional interests,establish a standard and unified assessment system,create a top level design of ecological compensation system and establish a participation system of multiple subjects so as to solve the problems of collaborative ecological governance and then to provide a reference for other transregional projects of collaborative development of ecology.
