基于演化博弈的基础设施领域PPP项目绩效提升策略研究

Research on Performance Improvement Strategy for PPP Projects in Infrastructure Area Based on Evolutionary Game

针对我国基础设施领域PPP项目绩效现状,基于演化博弈理论探讨了公共部门和私人部门绩效提升的行为策略及其影响因素。结果表明,公私部门都不进行绩效改善时的收益、“搭便车”获得收益、投入收益增加比率、投入成本以及罚金都会影响公私部门绩效改善的行为策略,并针对(0,1)和(1,0)都是演化稳定策略的情况进行了深入分析。最后,从公共部门的视角出发,为促进私人部门进行绩效改善提出了对策建议。

In view of the current situation of performance improvement of PPP infrastructure projects in China, this paper explores the behavior strategies of public sector and private sector performance improvement and its influencing factors based on evolutionary game theory. Results show that, the public and private sectors do not carry out the performance improvement of the proceeds, "free ride" gains, investment income ratio, input costs and fines will affect the performance of public and private sector improvement strategy, and for(0,1) and(1,0) are the evolutionary stabilization strategies that have been analyzed in depth. Finally, from the perspective of the public sector, it puts forward some suggestions to promote the performance improvement of the private sector.
