农产品安全视角下种植业产地污染防治法律法规及标准研究

Study on Laws,Regulations and Standards on Pollution Prevention and Control in Planting Areas from the Perspective of Agricultural Product Safety

农产品安全与产地污染防治密切相关,关系到“从农田到餐桌”全过程的安全,建立健全严格严密的产地污染防治法律制度,配套产地污染防治标准并严格实施,已经成为农产品质量安全控制的重要手段之一。基于农产品安全视角,本文全面梳理种植业产地污染防治相关法律法规及标准的发展现状,研究分析我国种植业产地污染防治法律法规及标准建设存在的问题与不足,提出发展和完善种植业产地污染防治法律制度及标准的建议。

The safety of agricultural products is closely related to the prevention and control of pollution in the production area,which is also about the safety of the whole process of from farmland to dining table".Establishing a robust,strict legal system for the prevention and control of pollution in the production area with supporting standards,and strictly implementing them have become one of the important means for controlling the quality and safety of agricultural products.From the perspective of agricultural product safety,the paper summarizes the development status of laws,regulations and standards related to pollution prevention and control in planting areas,analyzes the problems and deficiencies in the construction of laws,regulations and standards for pollution prevention and control in planting areas in China,and puts forward sugge stions on developing and improving the relevant legal system and standards.
