市域社会治理现代化是具有中国特色、时代特征、城市特点的社会治理新模式。市域社会治理体系是党委领导下的政府与社会发展共建、共治、共享的制度管理体系。新时代推进市域社会治理体系现代化要着力优化“五大体系”。优化市域社会治理的政治体系,形成党委领导、政府负责、齐抓共管的社会治理体制;优化市域社会治理的自治体系,完善基层群众自治制度、企事业单位自治机制、社会组织自治机制、做实网格化党建;优化市域社会治理的法治体系,健全法律规范体系、法治实施体系、法治监督体系、法治保障体系;优化市域社会治理的德治体系,挖掘德治资源、健全德治体系、强化德治约束、激励德治能量;优化市域社会治理的智治体系,加强智慧政府建设、智慧城市建设、智慧社区建设。
