在社会经济快速发展的背景下,航空运输总量不断提升,国家以及社会对航空安全也提出了更高的要求,这些都促进了民航管理的规范化水平不断提升。安全管理是民航管理的重要内容,民航的发展应以安全为基础,需要不断优化与完善安全运行管理机制,构建更加健全的安全管理系统,切实保障民航安全。安全管理需要做到安全风险管理与隐患排查治理相结合,既要提升安全管理的规范性,也要及时排除安全隐患,做好防范措施,保持持续安全。安全风险管理和隐患排查治理是新型管理模式,其转变了以往事后管理的模式,实现了安全管理的前移,能够有效防范与规避安全事故,是提升航空安全水平的重要举措。但在实际的执行过程中,也会受到多方面因素的影响,如隐患分类不合理、危险源排查不彻底等,导致民航安全管理成效大打折扣。基于此,本文分析了民航安全管理中涉及到的相关概念,对安全风险管理和隐患排查治理的应用进行探究。

Under the background of rapid social and economic development,the total amount of air transport is constantly improving,and the country and society have put forward higher requirements for aviation safety,which have promoted the standardization level of civil aviation management.Safety management is an important part of civil aviation management.The development of civil aviation should be based on safety.It is necessary to constantly optimize and improve the safety operation management mechanism,build a sounder safety management system,and effectively guarantee the safety of civil aviation.Safety management needs to be combined with safety risk management and hidden trouble investigation and management.It should not only improve the standardization of safety management,but also timely eliminate security risks and take preventive measures to maintain sustainable safety.Safety risk management and hidden trouble investigation and management is a new management mode,which changes the previous management mode,realizes the advance of safety management,can effectively prevent and avoid safety accidents,is an important measure to improve the level of aviation safety.However,in the actual implementation process,it will also be affected by many factors,such as unreasonable classification of hidden dangers and incomplete investigation of hazard sources,resulting in a significant reduction in the effectiveness of civil aviation safety management.Based on this,this paper analyzes the relevant concepts involved in civil aviation safety management,and explores the application of safety risk management and hidden trouble investigation and governance.
