我国警务辅助人员职业风险分析与管理对策研究

Research on Occupational Risk Analysis and Management Countermeasures of Auxiliary Police Personnel in China

作为公安机关的重要辅助力量,我国警务辅助人员在一定程度上缓解了中国公安队伍警力不足的问题。同时,警务辅助人员在节约行政成本、优化警力结构配置、营造警民良性互动氛围等方面亦发挥了积极作用。然而,警务辅助人员却存在诸多风险。究其缘由,警务辅助人员本身、警务辅助制度乃至相关立法存在诸多亟需解决的问题。因此,如何完善警务辅助人员制度俨然成为当下重要课题。因此,立足于我国警务辅助人员现状,从多角度分析其职业风险及其成因,以此提出完善警务辅助制度的具体路径,可以为我国警务辅助人员管理提供范式指引。

As an important auxiliary force of the public security organs,the auxiliary police officers in China alleviate the problem of insufficient police force in the public security forces to a certain extent.At the same time,the auxiliary police personnel also play a positive role in saving administrative costs,optimizing the configuration of police force structure and creating a positive interaction atmosphere between police and people.However,there are many risks for auxiliary police officers.The reason is that the auxiliary police officers themselves,the auxiliary police system and the relevant legislation have many problems that need to be solved.Therefore,how to perfect the auxiliary police personnel system has become an important issue.Based on the current situation of the auxiliary police personnel in China,this paper discusses the occupational risks and analyzes the causes from multiple angles,and puts forward the specific path to improve the auxiliary police system.
