城市困境儿童教育救助需求及其保障策略研究--以南通市崇川区为例

Research on Educational Assistance Needs and Protection Strategies of Urban Children in Distress

儿童是国家的希望和未来,为国家源源不断的提供着生命力。但是随着社会的不断发展和进步,有关儿童的种种问题也就不断地暴露了出来。本研究以南通市崇川区的城市困境儿童为例,探讨城市困境儿童的教育救助服务需求。本文采用半结构式访谈的方法对样本地区的困境儿童家庭进行了访谈,发现城市困境儿童存在五种类型的教育救助需求,并且由政府和社会组织作为需求服务的供给方。通过对访谈资料的研究,发现目前针对教育救助的供给仍然存在问题,并提出了政府要加大资金投入、健全多层次全方位的保障体系、社会组织增强专业化水平、救助形式多样化以及拓宽保障对象等五点保障策略。

Children are the hope and future of the country and provide vitality for the country.However,with the continuous development and progress of society,a variety of problems related to children are constantly exposed.This study takes the urban distressed children in Chongchuan District of Nantong City as an example to explore the educational assistance service needs of urban needy children.This paper uses the method of semi-structured interview to interview the families of children in distress in the sample area,and finds that there are five types of educational assistance needs of urban children in distress,and the government and social organizations are the suppliers of demand services.Through the study of the interview data,it is found that there are still problems in the supply of educational assistance.This study also puts forward five guarantee strategies for the government to increase capital investment,improve the multi-level and omni-directional security system,enhance the professional level of social organizations,diversify the forms of assistance and broaden the security objects.
