计及输电线路利用率的阻塞场景筛选及输电网扩展规划 被引量:5

摘要 能源转型背景下,输电网电源侧和负荷侧不确定性增强,输电网传输能力要求提高,阻塞风险加剧,将对输电网运行和规划产生深远影响。本文首先提出了衡量阻塞缓解的输电线路利用率指标,定量评估输电线路扩容对缓解输电网阻塞风险的投资效益和输电网运行场景的阻塞程度。在此基础上,提出了考虑输电线路利用率的阻塞场景筛选方法,建立了以最小化输电网规划周期内投资费用和运行费用为优化目标的输电网多阶段扩展规划模型。然后,采用大M法将非线性约束线性化,从而将模型转化为混合整数线性规划模型,并使用CPLEX求解器进行求解,得到输电网线路在各规划阶段的建设决策。最后,使用简化后的浙江省24节点电力系统验证本文所提的输电网规划模型的有效性,并分析浙江输电网实际输电阻塞发生场景及原因。 Under the background of energy transformation,the uncertainty of power side and load side of transmission network is increased.The requirement to transmission capacity of transmission network is im⁃proved,which increases the congestion risk and will have a profound impact on operation and planning of transmission network.In this paper,the transmission line utilization rate index,which is used to measure obstruction relief,is proposed firstly and the congestion degree of upgrade of transmission line on the invest⁃ment benefit of alleviating the congestion risk of network and operation scenario of transmission network are quantitatively evaluated.On this basis,a congestion scenario screening method considering the transmis⁃sion line utilization rate is proposed and the multi⁃stage expansion planning model of transmission network with the minimum investment cost and operation cost in the planning period of transmission grid is set up.Then,the nonlinear constraints are linearized by large⁃M method,thus transforming the model into the mixed integer linear programming model.After that,the CPLEX solver is used for solution so to obtain the construction decision of transmission line in each planning stage.Finally,a simplified 24 node power system in Zhejiang Province is used to verify the effectiveness of the proposed transmission network planning model.Andthe actual scenarios and causes oftransmission congestion of Zhejiangtransmission network are analyzed.
