长江经济带沟通“一带”和“一路”,战略地位重要。推动长江经济带同“一带一路”统筹衔接,可以为国内大循环拓展空间,也能为国内国际双循环提供动力,能够形成战略叠加优势,是加快构建新发展格局的重要一环。当前“一带一路”建设面临新形势,要充分发挥长江经济带产能、市场、跨境园区、人文交流等优势,突出“整体统筹、内外畅通、绿色低碳、产业为要、面向未来”策略,依托中心城市打造与“一带一路”融合的战略支点和枢纽;提升中欧班列发展水平,加强与西部陆海新通道衔接,增强陆海双向开放能力;拓展经济战略纵深,提升自贸试验区开放势能,推动自贸区网络与境外园区网络对接嵌套;加强新能源、数字经济、健康等领域合作,打造一批“小而美”项目和标志性工程;办好用好重大论坛平台作用,努力将长江经济带建设成为“双循环”相互促进的主动脉,深化“一带一路”投资经贸合作的主力军,应对气候变化国际合作的重要实践地。
