黄河流域经济社会生态三位一体的高质量发展——基于8省区和79地市的考察

High Quality Development of Economic,Social and Ecological Trinity in the Yellow River Basin--Based on Investigations in 8 Provinces and 79 Cities

贯彻新发展理念,需要协同推动经济、社会、生态高质量发展。通过从经济、社会和生态三个维度构建黄河流域高质量发展评价指标体系,对2017—2020年黄河流域8个省区和79个地市的高质量发展状态进行评价与分析,发现在国家重大战略的推动下,黄河流域高质量发展指数平稳上升,流域经济、社会和生态均逐步向好。但在省域和地市尺度上,上中下游高质量发展水平差异显著,经济发展、社会保障与生态保育水平存在明显的不匹配现象;国家中心城市、副省级城市和省域中心城市、省域副中心城市总体上发展质量较高,经济和社会之间的发展协同性强,但生态高质量发展水平需要提升;资源型城市、老工业基地城市经济转型和可持续发展取得一定成效,但经济、社会和生态之间的协同性还需要增强。未来协同推动黄河流域经济—社会—生态高质量发展,应坚持全流域一盘棋,做好顶层设计,积极构建“美丽生态带、活力经济带、魅力文化带”,推动开放合作,释放高质量发展新动能。

To implement the new development concept,it is necessary to coordinate the promotion of high-quality economic,social and ecological development.By constructing an evaluation index system for the high-quality development of the Yellow River Basin from three dimensions of economy,society and ecology,and evaluating and analyzing the high-quality development status of 8 provinces and 79 cities in the Yellow River Basin from 2017 to 2020.According to the analysis,driven by major national strategies,the high-quality development index of the Yellow River Basin has risen steadily,and the economy,society and ecology of the basin have gradually improved.However,at the provincial and prefecture-level scales,the high-quality development levels of the upper,middle and lower reaches are significantly different,and there is an obvious mismatch between the levels of economic development,social security and ecological conservation;national central cities,sub-provincial cities and provincial central cities,Provincial sub-center cities generally have high development quality,and the development synergy between economy and society is strong,but the level of ecological high-quality development needs to be improved;in addition,resource-based cities and old industrial base cities have achieved certain economic transformation and sustainable development.effective,but the synergy between the economy,society and ecology needs to be strengthened.To jointly promote the high-quality development of the Yellow River Basin in the future,we should plan the top-level design,actively build a“beautiful ecological belt,a dynamic economic belt,and a charming cultural belt”,promote open cooperation,and release new momentum for high-quality development.
