法庭科学标准数字化转型的路径思考

Consideration on the Path of Digital Transformation of Forensic Science Standards

标准数字化是《国家标准化发展纲要》提出的重要发展方向,是适应全球数字化进程的必然趋势。法庭科学标准化工作需要紧跟时代潮流与科技发展趋势,抓住未来发展机遇,加快数字化转型。本文系统梳理了全球主要标准化组织或机构的标准数字化探索实践情况,分析了法庭科学标准数字化的需求,提出从存量标准、增量标准、标准全生命周期管理3个维度探索法庭科学标准数字化的发展路径,并提出建设法庭科学现行标准公共数据库、开发法庭科学机器可读标准、完善标准数字化基础设施等措施建议,以期为推动法庭科学标准数字化转型提供参考。

The digitalization of standards is an important development direction proposed by the National Standardization Development Outline,which is also an inevitable trend to adapt to the global digitalization process.Forensic science standards must keep up with the trends of the times and technological development,seize future development opportunities,and accelerate digital transformation.This paper systematically sorts out the standard digitization practice of major global standardization organizations or institutions,and analyzes the demand for the digitization of forensic science standards.It proposes to explore the development path of forensic science standards digitization from three aspects of stock standards,incremental standards,and standard life cycle management,and make several suggestions such as build public forensic science standard databases,develop forensic science machine-readable standards,and improve standard digitalization infrastructure,in order to provide a reference for promoting the digital transformation of forensic science standards.
