档案高质量服务是档案事业高质量发展的必然要求。依据高质量服务的政策文本及文献研究锚定档案高质量服务的应然诉求,从要素构成即服务理念、主体、客体、内容、目标、保障视角分析《“十四五”全国档案事业发展规划》中的档案服务规定。在此基础上,将二者进行联结,最终将“档案高质量服务”解释为档案机构在以人民为中心的理念指导和档案馆服务标准供给保障下,最大限度地发挥档案信息资源价值和文化价值,面向公众、社会、国家及国际提供优质高效和充分均衡服务内容的行为。

Archives high-quality service is inevitable for high quality development of archives.Based on the existing policy texts and literature research, this paper puts forward the ought-to-be demands of archival high-quality service, and then analyzes the archives service provisions in The 14th Five-Year National Archives Development Plan from the perspective of element composition, namely service concept, subject, object, content, goal and guarantee.On this basis, link the two to outline the concept and connotation of archives high-quality service: under the guidance of the people-oriented service belief and the service standard of archives, the archival service subject maximizes the value of archival information resources and cultural values, and provides high-quality, efficient, balanced and sufficient service content to the public, society, country and the world.
