省域尺度国土空间开发保护现状评估研究

Study on the Evaluation of the Current Situation of Land Spatial Development and Protection at the Provincial Scale

文章以河北省为例,研究了省域尺度国土空间开发保护现状评估的指标体系的构建及评估方法。评估坚持三个导向,从安全、创新、协调、绿色、开放、共享6个维度出发,构建河北现状评估指标体系,通过定性与定量相结合,采用空间分析、差异对比等方法,分析了各指标河北省及全国各地区的多年数据,以生态、农业、城镇、海洋四大空间为抓手,总结现状特征,识别风险挑战,提出对策建议,为国土空间规划编制奠定基础。

Taking Hebei Province as an example,this paper studies the construction and evaluation method of the index system for the evaluation of the current situation of land spatial development and protection at the provincial scale.The assessment adheres to three directions and constructs the current situation assessment index system of Hebei from the six dimensions of security,innovation,coordination,green,openness and sharing.Through the combination of qualitative and quantitative,spatial analysis,difference comparison and other methods,the multi-year data of each index in Hebei Province and all regions of the country are analyzed,focusing on the four spaces of ecology,agriculture,town and ocean,summarizing the current situation characteristics and identifying risks and challenges,putting forward countermeasures and suggestions to lay the foundation for the preparation of land spatial planning.
